i discovered how to do it. computers are such nonsense!!! or better yet, i have such litle understanding of just how this machine works...
confusion is funny. when i can't understand something, my head begins to hurt.... arrg, pain... he he he, why is that?

1st
import>import instrument data

2nd
browse: select your file
3rd
unique ID field should be linked to external ID
4th
select autolink
5th
unlink [Circuit#] and Circuit Number
as well as
[Instrument Type Note] and Is New
6th
link incoming data to Record fields
circuit# link to User Field 1

and

Instrument Type Note link to Use legend
7th
DO NOT SELECT import first record under incoming data
8th
then select Import to complete the transfer.
9th then in spotlight
INSTRUMENT PROCESSING> REFRESH UNITS and your done!
